North Carolina General Assembly Update: General Update, C-Pace Bill

General Update

 

The General Assembly had a quiet week following the Memorial Day holiday.  Neither the Senate nor the House held voting sessions.  Senate Committees met on Tuesday and Wednesday, but all House committees were canceled. Appropriation chairs continue to work through their differences behind closed doors. The legislature will resume their work in earnest next week. 

 

C-PACE Bill

 

The Senate Commerce and Insurance Committee met Tuesday afternoon to discuss a proposed committee substitute for SB802, C-PACE Program.  This bill would finance project developments for energy efficiency upgrades at major facilities.  It would authorize project developers to utilize a “C-PACE” assessment that allows them to get private financing with payments collected through the county or municipal tax office. The bill received a favorable report and has been referred to the Senate Judiciary Committee for consideration.
